The CEA Loan Program is currently paused and not accepting new applications. We are awaiting Maryland Public Service Commission approval for the CEA Loan pilot program to be extended into the 2026 calendar year with additional funding.
If the PSC approves the pilot program extension for an additional year, all participating installers will be notified. At that time, we will re-open the CEA Loan portal for new applications once program funds have been re-evaluated.
Project Completion Deadline for Approved Loans:
All required Project Completion Documentation, including the Final Sales Invoice, the signed Affidavit Form, and the Rebate ID (if applicable), must be submitted by February 13th, 2026.
These deadlines cannot be extended under any circumstance.

Find a participating contractor in your service area—Maryland residents served by BGE, SMECO, Potomac Edison, Delmarva Power, Pepco (excluding Montgomery County), or Washington Gas can apply. You must use an approved contractor and your utility’s rebate program.

Offer valid while program funds last. A maximum of $50,000 in financing is available per installation address. Loan approval is contingent upon meeting the conditions of the Clean Energy Advantage Loan Program. Loans provided under the Clean Energy Advantage Loan Program are administered by the Maryland Clean Energy Center and Montgomery County Green Bank as authorized by the Maryland Public Utilities Commission.
How does it work?
Step 1
Identify your Utility
All CEA Loan applications must be directly linked to your utility’s rebate program. To begin, select your utility provider below to access their rebate information based on your desired project.
Weatherization projects correspond to the utility’s Home Performance with ENERGY STAR rebate program, while standalone HVAC projects correspond with the HVAC Efficiency rebate program.
Step 2
Obtain a Proposal
Obtain a proposal from a utility-approved contractors. The proposal must include only measures that are eligible for rebates under your utility’s program as part of the scope of work.
Step 3
Submit the CEA Loan Application
Before installation begins, your contractor submits a CEA Loan application on your behalf. The application includes project details, a copy of your utility bill, cost estimates, and a proposal.
Note: If you prefer, you may submit the application yourself; however, you will be responsible for gathering and uploading all required documentation before and after installation.
Step 4
Complete Underwriting
Once your CEA Loan application is approved, you must complete the underwriting process with the participating lender, Clean Energy Credit Union. Full loan approval from the credit union is required before installation can begin.
Step 5
Schedule Installation
Coordinate with your contractor to schedule and complete the installation of your project.
Step 6
Submit Project Completion Documents
After installation is complete, the contractor must submit a final sales invoice and, if applicable, the utility rebate ID. A customer and contractor-signed Affidavit Form is also required.
Step 7
Loan Disbursement
Funds are disbursed directly to your contractor once all Project Completion documents are approved by the program administration. At that point, you become responsible for repaying the loan to the lender.

The Clean Energy Advantage Loan Program offers 0% interest on the first 24 months. The Clean Energy Credit Union is the participating lender. Final rates and terms are determined by the Clean Energy Credit Union during the borrower’s underwriting process.
