The Maryland Clean Energy Advantage Loan Program provides 24 months of interest-free loans by “buying down” the interest rate for the loan applicant with EmPOWER Maryland funds. When the allocated funding for “buy downs” is depleted in a particular county or utility service area, no more incentivized loans can be offered.

- Contractor and Loan Details – Contractor selection, number of hours of FTE contractor jobs, and loan amount
- Project Details – Project cost and HVAC equipment specifications (if applicable)
Step 5: Utility bill and Contractor’s quote
Part Two: Final Sales Invoice, Certificate of Completion, and HVAC Project Number
